The attach file is an audit report of the Richmond Child Protective Service Agency. One of the more glaring issues with CPS is that the local agencies are autonomous , there is no oversight.  Each are managed without supervision, which is a recipe for failure.

Loudoun County CPS is the perfect example of this, the management is below par. If you are dealing with CPS, keep in mind that it is a very dysfunctional organization with very little guidance and oversight. Their opinion and judgement cannot be trusted.
